Burgess was taken on by Cardiff as a youngster, but they decided not to sign him. He spent some time working as a miner and playing inside right for his hometown club, Cwm Villa. The Tottenham Hotspur top scout saw him when he scored 59 goals in a single season. He secured him a job as a metal worker in Chingford, but he was encouraged to join the club as an unpaid youngster. When he scored twice in a junior match, Tottenham manager Jack Tresadern changed his mind and invited him to join the Tottenham nursery club at Northfleet, where he played alongside Bill Nicholson while working as a groundstaff boy at the club. Despite Tottenham's decision to release him in 1937, he was allowed to return home. After that, he joined Tottenham's reserves. When league football was suspended due to World War II in 1939, he made his debut for the main squad.
